unsuitable candidate,really ? normally gave them another chance a couple of years later or set up another interview a year later when they think the child is ready?Do you have friends or yourself got rejected then accepted to your dream school?Thanks.

With ESF the normal reason for not accepting someone is their lack of English speaking and understanding. Normally that child is then put at the bottom of the waiting list again, given time to improve their language skills, and then wait till their name reaches the top. Although I expect most will have applied toand gone to a different school by then. If you mean GSIS (from your previous mails), I think you only get 1 chance, especially in secondary.
