Are there any ways to buy inexpensive lcd tv's here in HK besides on Asiaxpat? hoping to get one even lower priced than on this site if possible.

As far as 2nd hand LCDTV's, depends on your luck and timing, and what you're exactly looking for. You can also ask your friends if they know of somebody selling their used one in addition to this site's listings.

maybe a local electronics store in one of the local malls, they stock Chinese brands like Shinco...I wouldn't pay 1 dollar for those, but they ARE cheap.
