Yes, it is unlawful and you may commence a civil action against a person for defamation action ; it would be prudent to have an intial interveiw with a litigiation lawyer too dicuss yoiur rights in detials and the stratgey and costs associated.

Sometimes it is best to ignore such things. Raining them in a public forum such as a court of law can only serve to inflame the situation and possibly gain the interest of the press.
If the alleged source of the complaint is a foreigner you could always get a lawyer in he foreigners home country to send a letter saying action will be commenced.
