Langkawi is a lot better than Penang. I have been to those places, Langkawi beach is better if you go to Malaysia. whats your budget for staying?

I would prefer you to go to penang island then langkawi island. Other than beaches in langkawi there is nothing much more to see even u will find it difficult looking for foods except you have to eat at the hotel. In penang, you can stay at Batu Feringgi beach and you find a lot of malaysian local food around the island.
