Haven't seen it in Hong Kong, but you can certainly buy rip-offs at Shenzhen. Was up there last week and there is heaps, although you can't buy individual charms, you have to buy as a readymade set.

I just saw PANDORA was launched at SEIBU Pacific Place HK last week. They have great offers with free charms to the first 50 customers!
