Assuming your computer has a DVD drive (if it has a CD-only drive, you're out of luck), I'd recommend VLC (http://www.videolan.org/vlc/). It's free, and plays most things.

Usually player programs come with the computer you buy or at least even when you just buy a dvd drive. They're all pretty much the same if you're just going to put a disc in and hit play. I use Intervideo WinDVD and no complaints. Tons of free players around. Check out CNET's download.com

If you have a DVD drive in the computer, stick the disc in the machine. Chances are, the program you need is already there. Windows Media Player will play DVDs, and if it can't (really old version), it will automatically search for the codecs it needs, or ask you to download a later version (yes, free). This will save a lot of worry, if all you want to do is watch a movie.

As far as the decoder is concerned, most Players use the same decoder. Finding a different Player comes back to a matter of preference.
