Please advice if anyone knows! I have an American friend whose travel visa is expired (he didn't know it's 90days, used to be 180days). Do you think he can leave Hong Kong and come back with a renewal travelling visa without problem? Thanks for your help!

Not sure he is going to get all that much sympathy, the very least you can do when you come in is check the stamp. Immigration are not keen on overstayers, but the SAR government is pretty racist, I think it is probably more of an offence if you are filipino passport holder than an American Passport holder, though they would never explicitly say that was the case.

Yes, but was that on your way out, its fine if you are leaving and perhaps over stayed a couple of days.
But my friend had an Indonesian girlfriend who was caught overstaying when they were out and about, and she was arrested and then deported.
Like I say I think that immigration is probably pretty selective about how they treat different nationalities with these kind of things, it also depends on how long you have overstayed, pretty hard to make the argument you overstayed by three months because you thought your visa was a six month one instead of 3 regardless of what the previous policy used to be.
