Learner driver permit

Can anybody tell me if there is a test that someone has to do before they can get a learner driver permit? I've looked on the govt website and it just seems to direct you to a form to complete and then you pay the fee and get the permit. In other countries you usually have to do a written test showing you know the road rules, and an eye test before you can get your L plates. Is it different here?

You do have to pass a written test. You don't have to do this before you start having lessons. It must be done before they'll give you your driving test. Your instructor can advise you on this. In the UK you don't have to do a written test before you have a learner permit but you need pass both to pass the whole thing. When you sit your written test and pass they will give you the test centre and the date of the driving test.

Now can anyone recommend a good, reasonably priced driving school? Preferably somewhere not too far from Happy Valleyn eg. places like Pok Fu Lam, Aberdeen are too far. Or would the driving instructor come to you?
