That track is about as close to the Goldcoast as Lan Kwai Fong is to Shek O ,maybe even further
It is about the most desolate part of HK you could ever find, in it's defence it does look like fun. The karts I have seen there are very quick, not for amateurs.
look here www.dckart.com

I went, I'm an amateur, one girl can't even drive, and it was fine for all levels. You have to have 15 people I think, so taxi's with 5 people in them aren't too expensive. Was great fun, enjoy

Was there this weekend. Need 15 of you if you want the track to yourself, but can rock up with any numbers you like and just join in with others. 200c 4 stroke (40-50kph) rental karts are quick enough for beginners as it's quite a twisty track. 100cc 2 strokes are the quicker ones (maybe 70-80kph on that track) and are available for rent when you provide your karter's license or proof of having been 10 times in the 200cc class. 620 bucks for 4 10-15 min sessions in the 200cc. It is in the back of beyond and didn't see any cabs around there so would suggest driving is the way to go if you can.
