This isn't really a technical question but I'm hoping someone can help me. I am trying to call a cell number in Thailand and all I get is a song playing for 20 to 30 seconds followed by a busy signal, it doesn't ring first. Does this mean the person is on the line but has call waiting or is it something else?

Usually the song you hear is their phone ringing.

So I guess it is ringing their end but they are not picking up.
