I just moved to HK on my own to search for new career after leaving previous job in NYC. I went to a recruitment event yesterday. The manager told me on the face they only considering the candidate with HK residence permit.
Since there are very large international community here, I assume that foreigners are able to work,but need employer's sponsorship.
Can anyone, please, walk through the legal and practical process to legally employed in HK?
Also, how to renew 3 months tourist visa for us passport holder since I decide to stay in hk longer.

You are correct an employer will need to sponsor you. To do this they will need to submit documentation to the immigration department applying for your work visa, with all your paperwork (copies of passport, degrees, work experience, etc) and declare why they cannot find a local person for that job. It's that simple, although not something you can do yourself.
To renew your visa simple go to Macau for the day, you can also go to Shenzhen but that will require you to apply for a visa beforehand.

Its true - You ideally need an HK ID before you start work.
That said, people will hire you without an ID (teaching especially) but you'll need to really hunt around for the right employer.
