Whilst searching for info on car seats I came across this website: http://www.kidsflysafe.com/
This company is called Cares and they sell a "belt and buckle device for kids 22-44 pounds that is easy to use and creates a safe airplane seat for your child without the hassle of carrying a 20 pound car seat."
I thought I should share this as it sounds great to me. Also, I was wondering if anyone has experience with this harness? Did anyone have it shipped to Hong Kong? Many thanks!

Seems like it would work fine. Still, the only danger you are ever likely to encounter while flying (for adults and children) is being thrown around by turbulence. Just being strapped down with the belt will keep kid in the seat if there is turbulence. I liked the Baby B'Air harness, which allows some movement while still keeping the kid attached to the seat in case of turbulence.
Flying risks are very different from driving. When driving, the primary issue is impact deceleration. That's when you really need a harness and so forth.
As I see it, a car seat is great for the comfort of the child.

I've just purchased 2 for my twins boys on January 31. I'm still waiting for them to arrive, hopefully by the end of Feb/or early March. So haven't had a chance to try them out myself.
However I have travelled twice with my boys to the US. Once when they were 6 months and were lap babies. We were able to get a bassinet, but the flight had such bad turbulence that we couldn't keep them in the bassinet, so they were in our laps most of the time.
The other time they were 1.5 years old we purchased 1 seat and one lapbaby ticket for them. We used a carseat and Baby B-Air Harness. I have to say it was nice having the car seat cause the baby was confortable in it and would stay put. At that age they could slip out of the normal seat belt very easily. The problem with carseats is one) that he kept wanting to kick the seat in front of him and two) carrying the carseat from plane to plane (sometimes terminal to terminal) and installing it can be a painful task. I was using a britax carseat and at one point I thought I wasn't going to be able to detached it from the plane seat. The Baby B'Air Haness was good to use during the flight but you can't use it during landing and takeoffs. Also it doesn't really keep your kids safe, they can still fly out of your arms if you have really bad turbulence. And they can still hit the seat infront, if the harness is attached only to the belt
So next I'm gonna try the Cares Harness system, which by the way is only certified to be used on planes as a safety harness. It can't be used in cars, so I will still have to bring the carseats with me, but at least I can check them in as luggage and not haul 2 of them with me on the plane. Hopefully the harness will keep the kids in the seat this time. Last time when we tried to use just the belt, they kept slipping out when we weren't paying attention.

The whole point is that the Baby B'Air is attached to the seatbelt. Sure, baby can fly out of your arms in turbulence. But that's not the real danger. The problem is that baby can hit the ceiling and floor and break bones/neck. Just restraining baby, even if he/she flails about a bit, will solve that problem.
