How much is it per month?
If you have broadband anyway, you can get a Skype phone. Unlimited to 36 countres is less than 9 Euro/month. Incoming number in the UK is about 50 Euro/year.

The charge for the Smartone service is $118 a month so only $8 a month more than the service we have from PCCW but the line has been awful recently hence us thinking about changing.
We have Skype already but need a landline for family that don’t have a computer; we also wouldn’t want to leave our computer running all day just for accepting incoming calls.

You don't need a computer. There are several Skype phones that don't need a computer. Basically it's the Skype client embedded on a cordless phone. The base station connects to your router like a computer. Very "family proof" since it's just like a normal phone.
You can get a Hong Kong number from Skype. In fact, you can have up to ten phone numbers in various countries that all ring on your Skype account.
Even better, you can then take your phone numbers with you when you travel.

Skype subscriptions gives unlimited talk time to either one country of your choice or 36 countries.
