The large chain stores (like CTF, TSL) are probably the most reliable source but be prepared to pay a high premium.
There are quite a few wholesalers in Hung Hom that also deal with retail customers. A friend referred one to me and I bought the diamond for my then gf's engagement ring. Was little sceptical going in but they prepared all the certification for me and I think it was a pretty good deal IMO. I've bought one more since.

I bought my diamond from Haywards, they advertise on the AsiaExpat A-Z directory. Really friendly and they found for me exactly what I was looking for and had the proper certificates for the diamond.
