Spotlight; they also have a fixative so you can use your kids acrylic paints and fix it to fabric.

As do the big art supply store on Lockhart Rd, WanChai - 1st floor, north side near Tonnachy Rd, can't remember its name. Enough stuff for a zillion messes.
