Hi, anyone know if we can bring chinese herb/medicine in powder to USA?

I brought dried tea, dried & ground coffee, dried Vietnamese herbal medicines, candied fruit (NOT fresh) and similar dried items through US customs many times - declared everything every time - and never had any problems. Sometimes my bags were x-rays, usually not, often times I was sent to the ag inspector, but the last time (last month) I didn't even get sent to the inspector.
