Birthday cake. If you are buying, some cupcakes from Babycakes are nice. The small ones are a good size for toddlers. If you are making, a simple chocolate cake is always popular.
As for making it special, perhaps he has some favorite activity or place? Most young kids are happy if they just have the attention of both parents.
