Leisure and Cultural Services are part of HK Government and you can work out there for about $15 per hour, but you must do their safety and equipment course first - about 3 hours long. They are all over HK, cheap, clean, airconditioned. They call it a fitness centre rather than a gym but have weights, rowers, walkers, fixed station eqpt, etc. Minimum age is 16 years.

Oops. My mistake. You need to have your parent's permission if you are under 18 but it doesn't say how young.
Or pay $90 per month for unlimited use if you are a full time student.

HK is blessed with great trails and beaches all for free throw in a few calisthenics along the way and it is hard to get better exercise and available for anyone at any age. Though not air-conditioned, who needs that anyway, enjoy the great outdoors.
