Does anyone know when I can dispose of old unwanted computer & other electrical hardware, as well as books/magazines & clothes, all of which are potentially recyclable?

many options nowadays in hk, including crossroads (electrical stuff especially), red cross and other charities.
Your helper might know someone interested in your clothes, or can take it to her church for donations, and if nothing can be done out of them, there are old clothes collection boxes pretty much everywhere these days; I even got rid of old stuffed toys this way.
The HK gov also has drop-off point all over hk for unwanted/broken electrical appliances, check it ou at: https://www.wastereduction.gov.hk/en/household/index.htm
if you navigate through it you'll find collection points addresses for Oxfam and friends of the earth et all.
