In Shanghai some of the local univeristies run short part time courses, 2 hours a week for 10 weeks. Some courses are run in English, by western instructors.
I don't know about HK, but I assume they have similar opportunities to what is offered in Shanghai, so worth checking out.
If you are thinking of Digital photography then try some of the free online courses. After all there are not costs for trial and error. You can apply some techniques and zap away.
The content of these on-line courses is in more depth than can be covered in 20 hours in a group anyway.
