For the purpose of surfing, you can use a web proxy, for example "Hide my ass". http://hidemyass.com/ . It's free.


For the purpose of illegal downloading, there are many services that mask your address.

The particular one I quoted is free, and there are many. Google "web proxy". All that happens is that you type your desired URL at their web page and THEY request the page and present it to you. That way the destination only sees their IP.


As for illegal downloading, there are services (most charge a fee) that allow masking the IP.
