My son is moving back to the Philippines to work. Can I kindly ask how and where can he apply to get back his MPF?....

Locals cannot unless they are migrating to another country.
But if they do return and work, they will have to wait for retirement age.

If ur son meets the Long Term Service Payment from the employer, have the employer pay this first before withdrawal of ur MPF contributions. Coz the MPF will additionally fund this payment thru the Employer to ur son. Obviously, the employer may not want to pay the LTSP.

You have to go to the nearest district courts and make an apointment with the local district legal rep. You have to make a legally binding statement that you will not come back to hong kong to work anymore..once stamped, you hand it to the mpf provider and get all your money...the money is yours..the bank has no right to take it away or hold it.
You can then come back to hong kong for visits..but to officially work again,
you will have to go to district courts to apply for re-entry to hong kong to work..
im sure there some kind of fine or something for that..cause you aint 65 yet..

I thought that the penalty for early withdrawal is not being able to join the MPF again. It means that if you do come back to HK and work, you'll miss out on the employer part of the MPF contribution. There's no provision that you can't work again...

Here is a case where somebody was caught falsely declaring he's leaving HK but did not. He was penalized.

Hi! i have applied for the mpf as well, but was told to wait another one month because i need to renew my passport. But i was wondering, while waiting for the mpf for another one month, is it an offense to do a part time job while waiting for the money to come in? My plan is to departure hk once i receive my mpf money.
