HK Police have a complaints section which can be easily found on their website. In fact to help you more it is here http://www.police.gov.hk/hkp-home/english/contactus/index.htm#complaint. Took less than 20 seconds to find that!

I always experience that HK police being so helpful, unlike at my home country.

I once experienced a great help from hk police when i had left my new computer monitor inside the bus at the hk-china border. I went searching everywhere...back to shenzen and then hongkong until with a great help by hk border police officers it was located back in hongkong where i picked it up in a good condition. I still Salute to a helpful police officer who even dropped me to the bus station.

I have had both good and bad experiences with police officers in Hong Kong, and have some amongst my friends. I guess there are good and bad in all walks of life. Generally though (and generalisations are unreliable) police escalate confrontation quickly and aggressively to stay in control and on top of a given situation, sometimes this is re-enforced in their training. This aggressive assertion of authority may appear rude and bossy but foul language is definitely not acceptable. Record the officer’s service number and remember as accurately as possible the words used to help with a complaint, record on a mobile device if appropriate. The best you can hope for is an apology and hopefully the officer concerned will learn to moderate his language.
