Does anyone know where I can hire an electric drill? I have one but it is not powerfull enough for the concrete walls of my flat.

I was faced with the same problem. Professionals don't like lending their tools of trade (who can blame them).
I bought a crappy Chinese made drill and intended to use it, then throw it out. Thing was better than I expected and it only cost USD$16!
One thing. New 'concrete' drills usually require sharpening. If you know a machine shop have them weld a ridge at the chuck end of the drill bit so it won't slip when you are drilling. Then have them sharpen the drill bit.
Japanese drills are more expensive but they sharpen them after they have hardened the tip. Cheaper ones don't do this post hardening treatment.
If you have a KANGO or BOSCH dealer around you ask them if they know anyone who rents.

Bought our Bosch "Pofessional" at PriceRite for about 500. Totally worth the money. Have put up tons of pictures, curtain rods, secured furniture to walls, etc... And the neighbors use it all the time. They buy me new bits for the trouble. ;)
Make sure the drill has a "hammer" mode. It's the only way to make a dent.

Quality drill bits are important with concrete. A lot of people think 'a drill bit is a drill bit so why pay more for big names?', wrong thinking. You get what you pay for, especially over here. There are no real bargains.
