If you join the Anthony's Ranch mailing list (free of charge) you get a card that when presented removes the service charge. I've been to a number of places that don't levy a service charge alas names don't spring to mind right now. I suspect most are in Sai Kung (Western places) - Steamers is one. Not sure I've been to any fancy bars/restaurants that don't charge the 10% (no offence to AR and Steamers).
