i have the same problem and have been unable to solve it. i stopped commenting on youtube videos because i cannot read the instructions and click on the right button.

try changing your personal account settings - make sure you have it set to wherever you want to be watching from...mine is set in Oz and seems to allow comments to be made....

ive looked everywhere to change this, tried my account settings i dont know where to click. ive searched youtube help forum before....

From memory: You need to delete your cookies. The go into youtube. Then press "cancel" when you get the "localized" dialogue.

Look up on the left hand side of your YouTube page... The setting should be on "Worldwide/English". If this is not what your setting is, simply click on whatever it's set on and change it to Worldwide/English.
