I am not a web designer but it is my understanding that to get to a level with dreamweaver where you can create a well-designed site will take quite some time. Joomla from my understanding will allow you to effectively design a site from scratch without going through the substantial learning curve of learning coding etc....

There is a lot of learning.

My daughter has just finished her first year of university, studying multimedia design. A lot of C programming, and in the end of year project the team produced a 'basic' website.
