Does anyone know what time construction (i.e. drilling, jack-hammering) is allowed to begin in the morning, and what time is also has to end?
I'd also like to know what actions one can take in the event of it being illegaley too early/late.

in general principle the law prohibits such activities from 11pm to 7am.
assuming there is no construction noise permit in place and assuming you are asking for drilling within a building, the limit is 7pm to 7am.
both are mon-sat excluding public holidays

Also check with your own building management as they may have stricter rules in place. In our building you can only use electric tools (jack-hammers/drills etc) between 10am - 12 noon and 2pm - 5pm. Between 9am - 10am and 5pm - 6pm you can use hammers etc (non-electric tools). When the contractors use jack-hammers/drills outside of these times (which is annoyingly VERY often), we ring management and they go and stop them.

Under Noise Control Ordinance Chapter 400, Section 8(9), the construction noise permit in force prescribes the allowed operation hours, days, percussive piling method and pile type in the piling zone. You can get a copy of this permit from the construction company or through the management office of your building.
Validity of the construction noise permit regarding days and hours varies to the piling zone (e.g. Central District, 0700-1900 hours on all days except general holidays (including Sundays). Further conditions may allow percussive piling from 0800 – 0900 hours, 1230 to 1330 hours and 1700 to 1800 hours on all days except general holidays (including Sundays) and percussive piling method and pile type allowed at any time are also prescribed in the permit.)
