Probably the Windows Firewall. Look in the control panel.

Anyway you should DEFINITELY have a firewall. Turning it off is a VERY BAD idea. You get exposed to all sorts of nasties.

Try googling how to let Limewire through your firewall. This will probably involve opening the firewall only to Limewire, not tearing down the whole thing.
