Central rush hour Traffic Congestion

I was wondering if anyone else like myself has noticed a significant deterioration in the traffic congestion around Central over the past few months - particularly during the evening rush hour.

If so is anyone aware of the reason ?

I do get the feeling that the transport department here likes to 'tweak' the signal timings often with disaterous results. Wong Nai Chung Gap is a classic example.

Perhaps this is yet another instance.
