As Mark says you can't get a license without an ID card. It's only a laminated card without even a picture and it looks totally "fake". ;) Mine is even laminated crookedly. It is only valid together with the HKID.

Not quite true. As long as you are PR and your parents are over 60 years old, you can sponsor them on dependent visas. They can then get HKID with all benefits incl medical stuff.

Yes, as a PR you can sponsor your parents if they're over 60 as your dependants. It is a fairly simple and straightforward process.
