Procedure in Hong Kong for traffic offences

If you get pulled over by the police in HK for a moving violation, do they normally issue a ticket then and there? What if the offence is one in which a summons needs to be issued to appear in court? Do you get a ticket followed by the summons or just a summons in the post?

the police will normally issue you with a ticket there and then for a moving violation such as going through a red light, crossing a white line etc. If it for an offence that is more serious and requires a summons, such as careless or reckless driving, they will tell you that they will summons you and you will receive the summons through the post.


If a police officer witnesses your vehicle committing an offence and he does not stop your car, the police will write to the registered owner asking who was driving. They will then issue a summons through the post to the driver.

If you were pulled over by the police for a moving violation (e.g. speeding), typically, depending on the speed exceeded, the police would normally issue you a ticket. If you do not pay the ticket, a Summons will typically be issued. If you are charged with careless or dangerous driving, then you will be issued a summons and court appearance may become necessary.
