HI my friend is considering moving back to HKG, but this time she would come with a dog in her 'luggage'..

She is moving from BKK!

Any one got an idea of how? which mover to use? details on quarantine for the little one?

The AFCD site has info on importing dogs. Quarantine or not depends on the country of origin and some other factors. For example there is generally no quarantine from Australia or the UK.
