Could someone pls advise me on the procedures of owning a 2nd hand car? Before, I buy the car what must I do?
After, I buy the car - what should I do? How do I inform the Transport Department of the transfer?
Pls assist.

Presumably you already have a HK driving license?
In order to buy the car, the person selling it to you should have the owner vehicle registation certificate. Together, you need to go to the Transport Department to transfer the vehicle into your name for a small fee, and then that certificate is yours.
Then you need to buy insurance.

What about insurance? Prior to transferring is there a way to check if there are any outstanding fines on this car? Do I do it the same time as when I am in the transport department?

If you mean parking tickets and offences etc... well, you only need pay those fines if the vehicle was in your name at the time the offence occurred. If the vehicle was in someone else's name, they still need to pay off those fines etc, regardless of whether they sell the vehicle to someone else.

If you are satisfied with the car and its price, you may want to get it surveyed first then you camn proceed to buy it. You will need the old owner to complete a transfer or ownership form. there are two copies and both new and old owner need to sign both. Each then has 72 hours to deliver thier form to the Transport Dept the new owner bring the vehicle registration document. The new owner must also have arranged to purchase 3rd party insurance prior to applying for transfer and bring proof of address, gas water electricity bill etc. The transfer fee is $1000HK. You can check for any outstanding penalties at the TD offices in Admiralty, Cheung Sha Wan and Sha Tin
