Try calling the Transport Department. They will know http://www.td.gov.hk/en/contact_us/index.html . You can also go to one of the offices and talk to information. They are quite helpful.
I got insurance through the dealer but here's the name of the insurance company: "QBE Hongkong & Shanghai Insurance Limited". Their number is 2877 8488.
Another option, I suppose, is calling a reliable dealer and asking them if they can fix insurance for a fee. Don't know if they do but worth a shot. These two are reliable:
- http://www.matsudamoto.com/main/maineng.html . His English is ok but not fantastic.
- http://www2.ibike.com.hk/client/?client=manwai . Talk to Johnnie Siu.
BTW those two are good for service as well if you need recommendations.
