You need a Pleasure Vessel Operating License to drive a Jet Ski (see www.mardep.gov.hk). You can take training courses to pass the 2 part Marine Department test.
A lot of Jetskis are based at Kei Ling Ha San Wai on the Sai Sha Road between Sai Kung and Ma On Shan. Perhaps someone there would loan you one.
There are also some small boatyards between Marina Cove and Pak Sha Wan pier that also do Jetski rental, but unlikely that they will rent you one if you don't have the license

or if you want to escape the HK nanny-state need to regulate everything in case our precious citizens might actually hurt themselves, you could try Hac Sa Beach in Macau, where they evidently rent jet-skis. Like most of the things in mainland China, safety regulations are probably more lax than here...call them first to inquire at 853 2833 3000
