A calling card may be easiest. You can buy these in HK.
For Skype, you need a WiFi (or wired) connection and a client. The client can run on a laptop, an iPhone, some other phone or a Skype phone. All you need to do is log in to your account. Location is irrelevant.

monkeyps. It is called Rebtel.
I used it all the time. Great Quality.
Both parties are basically making local calls.
Since mobile calls in HK are cheap as most plans comes with more than enough minutes, it is basically nothing.
The other party also makes a local call. But in some countries, mobile calls locally aren't cheap either.
But I highly recommend rebtel. I even pay for their service when I ring people in countries that don't have the free part.
