For one that is "not flash", you could try the Government/public facilities (Leisure and Cultural Services Department, LCSD): http://www.lcsd.gov.hk/lschemes/rufr/en/index.php
Several locations in Shatin: http://www.lcsd.gov.hk/lschemes/rufr/en/rooms.php
If you click on each Centre, then you can find a list the equipment available in each Fitness Centre.
