A dongle is a piece of hardware than sits in a port on your machine, typically a USB port. It is called that because many of them have a cable and thus dangle from the port. In this case, it may be referring to a dongle that acts as an adapter for a 3G sim card, allowing you to use 3G internet service without installing any hardware inside your machine.

PCCW will try all they can to tie you in a long contract and give you lots of unnecessary extras that you don't need in order to inflate the monthly payment.

That dongle is a USB device that allows you to connect to the internet anywhere in the city from a laptop, as axptguy said, although I think its use is limited and you have to pay after a certain number of hours.

I'd advise trying calling the customer service hotline several times, as, from experience, every operator gives you a different offer. It as also wise checking these offers against what they offer in the PCCW retail shops. You can they call and demand whatever best offer you heard.

If they know that you know, they can't say no... ;)
