My brother in the states is a locksmith and he said that there is a specific tool set that can be bought in China which he would really like to have. He asked me to buy him a set but I thought it was illegal for someone who is not a locksmith to buy or possess lock picking tools. I am pretty sure that in the states you have to be certified first.
So I have a 2 questions - Is it legal for me, a non-locksmith, to buy such tools, and if it is legal, does anyone know where I can buy them in Hong Kong?

No idea -- and if you were to make enquiries, you may well find that the cops started making "enquiries" about YOU.
