Your impression is correct. The vast majority of ISPs do traffic shaping. Any time there is a public holiday, like yesterday, bandwidth goes down and latency goes up. Skype video calls are fuzzy, downloads are slow and pages load more slowly.
It has to do with usage increasing of course. And since your typical ISP contract has no service guarantees at all they get away with it.
If you want to get some more concrete data, try www.speedtest.net . Do tests at various times on different days.

I would read the fine print on the "unlimited" use. They usually have a fair use clause which limits your 'unlimited' plan.
