there are a couple of shops which sell hairdressing products in Temple Street near the Jordan Road side, just before the street market stalls.

Top of Ladder Street by Wellington St is a hair products company that sells hair dryers and solutions used by professional hairdressers. You can check if they also have scissors or not. There is also a dedicated knives and scissors store in Wan Chai on Hennessy, between Marsh and Tonnochy (I think - not 10% sure, but if you walk along hennessy you will see it as it is ground level - they have big samurai sword on display).
