It could be anything, and indeed something that a handyman could fix with a spare part and a few tools, but if it is a problem with the compressor / cooling system (as it seems to be), then your best bet is to take it to an air-conditioning/refrigeration specialist repairman.
There are lots of shops around HK that do that, though I couldn't pinpoint one specifically. Try searching the more 'Industrial' areas closer to where you live.
