I think you can dispute the transaction with your bank.

It depends how you present the situation to the bank;
(1) The merchant did not deliver as expected - - then it may be your problem to follow-up with the merchant
or
(2) I dispute the transaction - - then it's possibly their problem; they have to go to the merchants' bank and request a copy of the credit card slip you signed & other transaction details. They will give you a form to fill out & sign, again they may try to twist it back to your problem.
At this point it's obvious your bank does not have your best interest at heart... you should go into one of their branches, and explain to the manager you intend to close all your accounts because of the raw treatment. No point in staying if they behave like this, is there ?
Sadly, this kind of behavior is common in HK, which is why I use an American express card. Yes, they cost more, but they are much better when things go wrong. you get what you pay for !

I believe that VISA Master Card offer insurance in the case of fraudulent use of your credit card without you consent. They usually refund the stolen funds, minus a fixed deductible. Maybe try to take it directly to the credit card company rather than the banks, which, as usual, will send you packing...

I was always under the impression that credit card companies did offer fraud insurance with all their credit cards. CC data is easy to steal and use fraudulently, so it's one way they can offer more incentive for people to use their cards... Did you call the CC company directly just to make sure?
Oh well. One more reason to hate local banks. My matress is starting to look like an interesting option.
