I need to find either a tailor to make an Indian wedding dress or buy one already made. Any suggestions of a good tailor/shop-specifically for Indian wedding dresses- in Hong Kong?

Go to Mirador Mansion in TST ... you'll fine a few shops there. there are shops for both ready made or custom-made ones.. they have their own tailors there.

Indian wedding dresses are usually saris..which do not need any stitching. If you are looking for other types of Indian dresses and want some very good stuff would suggest 'Sanskrit' on Soho side. They have a collection from some of the best designers in India. They are expensive though.
