What remedy does one have with regard to causing the police to arrest an immigration offender? This person prowls the streets searching for foreigners who want to buy suits. There must be a way to encourage the police or immigration to act. Any idea as to what evidence is needed to cause a prosecution?

I just found this. Now what? "Visitors are not allowed to take up employment in Hong Kong, whether paid or unpaid, without the permission of the Director of Immigration. Offenders are liable to prosecution and, upon conviction face a maximum fine of $50,000 and up to two years' imprisonment," an Immigration Department spokesman said.

Is the guy upsetting you in any way? If he is then I think the most you can do is point him out to a passing policeman/woman and suggest he/she checks the guy's ID and eligibility to work. He/she might not take you seriously, though. Most of the suit/watch touts are pretty harmless.
