Tax question: can I leave on business?

My tax demand is overdue. It's not a huge amount but I can't pay it all at this time. I was supposed to pay in January, and I have paid some of it, but it will be a few months more before I can pay it all off. My main concern is that I am supposed to fly to China on Monday for a week. My question: will I be allowed to leave Hong Kong? Yesterday I received the dreaded demand notice stating that legal proceedings had been undertaken. I will contact IRD when I return, but for now - does anyone know if I will be stopped at Immigration when I try to fly to China?

no. human rights still plays some part in HK law...

Thanks. But I have heard / read some horror stories about people being "flagged" at immigration and not being allowed to leave?
