A new village house is being built right next to us (their wall even attaches directly onto ours blocking out the windows) This has been going on for a few weeks now, not much we can do about it but now they have started to do the 2nd and 3rd floor their scaffolding comes across our roof top rendering our roof useless. Can they do this? Talking to them only resulted in the workmen insulting my wife. (I’d like to see them try that when I get home) How can I check that the building is being built according to approved plans etc (ie, they are not encroaching into our and public space)

Thanks. Am I in my rights to deny them access to my roof top if they need to work on the house they are building? I live in a rented house and not sure of my rights over here.

I met with the contracter who I also believe is the village head and he offerered me $3000 to settle the dispute, I told him no and then he came back with $5000. I still told him no but would not give him a figure. I said I would call him today. I'm thinking of a figure of $10,000 to let his builders use the roof and for inconvienience. I'm not sure how to play this.

Whether you take the bribe or not is of course up to you. However if you do you will not be able to complain about possible new issues.
In other words, think it over carefully. I would look over the legalities first.

I guess it could be contrived as a bribe if I knew his work to be illegal which i don't yet. I'm pissed off because his builders took it upon themselves to wander over our roof and put up scaffolding and render our roof useless without our permission. (plus the insult) I guess the money would be for renting our roof while they continue the work.

What does your landlord say? It's his building in the end.
If you rent the roof too (as I assume you do) then you could ask your landlord for a rent reduction while there are works going on.
