Where are you coming from? Quarantine varies according to place of origin, I think. You might want to post this question on the pet forum too.

I think you should do it yourself, relocating your dogs is extremely easy, no need to pay a pet relocator. For advice contct the Hong Kong Agriculture, fisheries and Conservation Department, they will take you through it step by step for free. There is also a web site where you can find out all the requirements you need to meet, its in Cantonese as well as English if that helps.
