This is also endorsed by some boarding schools in the UK. One friend, whose child goes to Dragon School in Oxfordshire, told me how his primary aged son was given Pimm's by the school, to celebrate a sports event. Not only is this abusing the privilege of being in loco parentis, it is llegal.

That mentality seems prevalent amongst several groups in HK too. I went to lunch At Shek O months ago, attended by families living in the area. One of the guests (who holds a senior position in a well known company) explained his daughter could not come as she was too hung over from getting very drunk in Lan Kwai Fong the night before. She was just fifteen years old and he was very nonchalant about the whole thing. He seemed to have no concerns about risks to her health, safety or the fact it was illegal. I am beginning to realize I don't just need to keep an eye on the type of children my children associate with, but also the attitudes of their parents.
